John Carroll University hockey started in 1997-1998 under the guidance of Carl Wagner, Greg Shantery and Mike Bordonaro. The team was an affiliate member of the Midwest Collegiate Hockey League (MCHL), the league was in the American Collegiate Hockey Association (ACHA) Division II. The ACHA is the national governing body for all non-varsity collegiate hockey. With a limited number of players and playing in the premiere division II league John Carroll posted a mark of 10-12-4. The leading scorer was Michael Riebe and the team MVP was goalie Scott Shantery an all-MCHL 1st team selection. Graduating class Matt Berger.
1998-99 attempted to build on the success of the previous season by gaining full-membership to the MCHL. The streaks also found home to be a little cozier with the addition of their own private locker room. The tough road schedule and frequent injuries caused for bumpy road and the team finished with a record of 4-22-4. The leading scorer and MVP were both retained by Mike Riebe and Scott Shantery respectively. Scott was also chosen again to the 1st team for the MCHL all-stars. Graduating class Dan Scanlon and Mike Bordonaro.
1999-2000 edition of the Blue Streaks proved to be the best version yet. The team finished with a 12-16-2, good for a sixth place finish in the league and a ninth place ranking in the region. Mike Riebe lead the Streaks in scoring again with 23 points. This season marked the end of the Streaks stay in Division II and the MCHL. The Streaks will debut in DI and the ECHL for the 00-01 season. Graduating class for the season Nate Kallay and Jason Knoth.
