National Children's Memorial Day is a reality at last! Senate Resolution 193 was adopted on July 30th, by unanimous vote, and without amendment. The resolution reads... "Resolved, That the Senate designates December 13, 1998, as "National Children's Memorial Day"; and (2) requests that the President issue a proclamation designating December 13, 1998, as "National Children's Memorial Day" and calls on the people of the United States to observe the day with appropriate ceremonies and activities in remembrance of infants, children, teenagers, and young adults who have died." Third Annual Worldwide Candle Lighting Monday, December 13, 1999 Candles will be lit at 7 PM in every time zone in memory of all children who have died, producing a wave of light that will encircle the earth. As candles burn down in one time zone, it becomes 7 PM in another, creating a virtual 24-hour memorial.
