BYLAWS

ARTICLE I - Name

This organization shall be recognized as Cub Scout Pack 85 and shall be recognized in these By Laws as the Pack.


ARTICLE II - Purpose

The purpose of these By Laws are to outline procedures and traditions of the Pack not covered by Boy Scouts of America or Great Southwest Council policies and regulations. In this light, no By Law established by the Pack, shall contradict the policies and regulations of the Boy Scouts of America Heretofore known as BSA or the Great Southwest Council (heretofore known as the Council).


ARTICLE III - Membership

Section 1.  Eligibility for Membership will be in accordance with policies of the Boy Scouts of America.  The Pack will recruit new members from Kirtland Elementary School.  However, no one will be denied membership based on the school they attend or area they live in.

Section 2.  Registration fees will be collected from each adult and child before registration form is turned in to Council.  The fee collected will be prorated from the month individual joins the Pack to recharter time which in this case is February of each year.


ARTICLE IV - Committee

Section 1.  The committee will consist of as a minimum a chairperson, treasurer, advancement chairperson, a secretary, the cubmaster, den leaders and any other positions deemed necessary by the committee.  However, any member of the Pack can attend the committee meetings, bring issues to the attention of the committee and vote on any issue presented before the committee.

Section 2.  Vacancies in the committee will be filled as soon as possible and voted on by the committee.

Section 3.  Once selected for a position in the Pack, that individual is committed to fill that position for at least one year.  Termination will be voluntary or in the case of misbehavior by vote of the committee.

Section 4.  Duties of the committee members will be in accordance with BSA policy or in the case of those duty positions unique to the Pack, be outlined by the committee chairperson.
Section 5.  Only registered adults May vote on issues presented before the committee.


ARTICLE V - Meetings

Section 1.  Annual meeting - An annual meeting shall be held on a date in the month of July to plan the events, establish a Pack calendar and budget for the next year.  The committee will decide the date, time, and place of this meeting during the May committee meeting.

Section 2.  Regular meetings.

  • Part I - Committee Meetings will be held on the second Wednesday of each month at the 58th Maintenance Squadron conference room on Kirtland AFB at 7:00 PM unless otherwise noted on the Pack calendar.
    Part II- Pack meetings will he held on the third Wednesday of each month in the Kirtland Elementary Cafeteria at 6:30 PM unless otherwise noted on the Pack calendar.
    Part III - Den/Tiger meetings will be held at the discretion of the Den Leader/Tiger Group as long as the following conditions are met:
      • a.  Meeting place is clean and provides a safe environment for den activities.
        b.  Permission is obtained to use the facilities (if required)
        c.  The Pack committee is notified of place, time, and day of the week meeting is being held. Meetings should be held once a week and at the same time at the same place to avoid confusion.


ARTICLE VI - Dues

Dues will be collected by the Den Leader.  Monthly dues for boys is $3.00.  The money collected throughout the Scouting year(September-May) will be retained by the Den Leaders in full to be used for den projects, crafts, activities, etc.


ARTICLE VII - Budget/Ways and Means

Section 1.  The treasurer will render a balance sheet at each committee meeting.
Section 2.  All expenditures of Pack money will be voted on by the committee and must be approved by at least two-thirds of those members present at that meeting.  Emergency expenditures of money that cannot be voted on at a committee meeting must be approved by unanimous decision of the committee chairperson, treasurer, and cubmaster.  (This action may be done by phone) However, emergency expenditures that are approved must be noted at the next committee meeting and incorporated in the minutes.

Section 3.  Ways and Means - fund-raising projects will be approved by at least two-thirds of those members present at that committee meeting.

Section 4.  Income statement - During the July Planning meeting of each year, or upon end of tenure of a den leader, which ever occurs first, each den leader will turn in an income statement to the committee treasurer that will show how the money collected in the den was spent that year.  This income statement will become a part of the permanent records of the pack.


ARTICLE VIII - Uniform

Section 1.  Tiger Cubs - T-shirt with Tiger Cub logo.  Any type of pants or shorts are acceptable as long as they are in good taste and in good repair.

Section 2.  Wolf/Bear Cubs - Blue BSA official shirt, hat, neckerchief (Yellow for Wolf and Blue for Bears an official belt and buckle (if a boy has earned sports belt loops).  Any type of pants or shorts are acceptable as long as they are in good taste and in good repair.

Section 3.  WEBELOS - Blue or Tan BSA official shirt, hat, neckerchief, an official belt and buckle (if a boy has earned sports belt loops).  Any type of pants or shorts are acceptable as long as they are in good taste and in good repair.

Section 4.  Adult Leaders are highly encouraged to wear an official uniform when involved in activities with the boys or involved in Scout related activities.  The Pack will buy the adult their rank of office to wear on their uniform.


ARTICLE IX - Two Deep Leadership

Each den will have a den leader and an assistant den leader or den parent. This concept is called two deep leadership.  Two deep leadership provides the following:
  • a.  Safety - Four eyes are better than two when it comes to supervising 6-8 active boys and identifying unsafe acts during a den meeting.  Also, for the protection of the boys and den leaders, adults will never be alone with a boy one-on-one.  Two deep leadership prevents this one-on-one situation from occurring.
    b.  Continuity - Two deep leadership provides for continuity and allows the den leader to split responsibilities and obligations to attend meetings and plan den activities.  Two heads are better than one.


ARTICLE X
Den Structure and Filling Dens With New Members

Section 1.  Dens will consist of 2-8 boys and organized by rank.  When all dens of a particular rank are filled with 8 boys, a new den will be established by cutting the dens from 8 to 6 and taking the extra 2 from each den to establish a new den.

Section 2.  New members will be assigned to dens based on the following criteria:
  • a.  Filling the den with the least amount of boys first.
    b.  The new member's residence and the location of the meetings
    c.  A date and time that is agreeable to the boy's schedule.
    d.  Exceptions will be considered by the committee only when requested by a parent, in person at a scheduled committee meeting.


ARTICLE XI - Pack Core Activities

As a minimum the Pack will be committed on a yearly basis to conduct the following activities.  These activities are the pillars that Cub Scouting are built on and must take a minimum vote of two thirds of the committee present to over ride.

    b.  Family Camp
    c.  Blue & Gold Banquet
    d.  Two other summer activities
